Open Question: Is this guy ignorant ?

I met this white American guy from NYC - who lived in Santiago, Chile for a few years. Well everywhere he goes he would go out of his way to let people know he is Chilean ( he's not) ..pretend to be so cultured but go around mocking minorities asking them what country they are from and looking down on them for having foreign accents .
