Open Question: Beginner Grower: What do I need for indoor gardening?

Hi, I am a beginner grower. Ive never planted anything in my life. I live in Buffalo, NY....very cold tempatures and I want to start growing hot peppers in my apartment. What do I need? I am going to grow Chile's, Ghost Pepper (bhut jolokia), and Scorpion Butch T. The Ghost Pepper and Scorpion Butch T need to germinate in soil tempature of 75-80 degrees. Do I need a heating mat and some sort of light? Seems like there are so many different ones I dont know which one to pick.
